Discussion on Investment Control of Ecological and Environmental Protection PPP Projects based on the Perspective of Social Capital under the New Mechanism
With the country's increasing attention to the ecological environment and local demands for urban renewal and transformation,urban infrastructure construction has received extensive attention,especially urban drainage systems and sewage treatment systems.Urban infrastructure construction requires a large investment scale.It is difficult to maintain only relying on government investment,especially for regions with relatively backward economic development.The Public-Private Partnership(PPP)model can effectively alleviate the financial difficulties of local governments by introducing social capital to participate in investment,construction and operation,and improve the quality and supply efficiency of public products.Therefore,in the past decade,the PPP model has been widely welcomed,and the investment scale of PPP projects has grown rapidly.With the successive introduction of new policies,the Public-Private Partnership model has entered a new historical stage.This article will combine the investment control issues in previous projects to discuss how social capital should do a good job in investment control during project implementation under the new mechanism,and put forward relevant suggestions for reference.
