Research on the Method of Discovering Power Construction Engineering Claims from the Perspective of Contractors——Taking Thermal Power Generation Engineering As an Example
Discovering claims events is a prerequisite for carrying out claims work.However,with the increasingly fierce competition in the power construction market,the contract conditions drafted by the owners in advance are becoming more stringent;at the same time,due to the late opening of the power construction market,contractors have weak awareness of claims and insufficient theoretical learning.Business personnel are accustomed to seeking claims opportunities from explicit clauses in contracts,and are not good at finding hidden claims opportunities through in-depth research and analysis of cost theory,laws and regulations,policy documents,standard specifications,and other methods.The above reasons have reduced the opportunities for contractors to claim compensation,causing losses to their own economic interests and corporate reputation.The article closely combines the characteristics of power construction project management,applies engineering claim management theory,extracts and summarizes typical practical cases,and discusses how to actively seek and discover claim events through in-depth research and analysis of interference events such as changes in project characteristics,ambiguity in list pricing,major design changes,changes in construction plans,and the status of materials provided by Party A during the construction process,in order to provide guidance for contractors to carry out claim work.
