摘要
随着大数据、云计算等数字化技术的发展,工程造价管理与数字化的联系日趋紧密.据此,文章展开数字化赋能新型电力工程全过程管理研究.首先,界定了新型电力工程全过程造价管理边界,含决策阶段、设计阶段、招标投标阶段、施工阶段与竣工阶段,并梳理了相关特点及问题.然后,基于DIKW理论分析了数字化赋能新型电力工程全过程造价管理体系建设机理,构建了相应的建设框架,从下至上包括数据数字化管理、造价数据库、造价管理系统与造价管理决策应用四层.其次,从造价确定、造价审定、造价监控与造价评价四个方面确定了数字化赋能新型电力工程全过程造价管理的应用场景.最后,从数据建设、人才队伍、硬件技术提出了新型电力工程全过程造价管理体系建设完善的相关建议.
Abstract
With the development of digital technologies such as big data and cloud computing,the connection between engineering cost management and digitalization is becoming increasingly close.Based on this,this paper conducted research on the whole process management of digital empowerment in new power engineering.Firstly,the boundary of cost management for the whole process of new power engineering was defined,including the decision-making stage,design stage,bidding stage,construction stage,and completion stage,and the relevant characteristics and issues were sorted out.Then,based on the DIKW theory,the construction mechanism of the whole process cost management system for digital empowerment of new power engineering was analyzed,and a corresponding construction framework was constructed.From bottom to top,it includes four layers:digital data management,cost database,cost management system,and cost management decision-making application.Secondly,the application scenarios of digital empowerment for the whole process cost management of new power engineering have been determined from four aspects:cost determination,cost approval,cost monitoring,and cost evaluation.Finally,relevant suggestions were put forward for the construction and improvement of the new power engineering whole process cost management system from the perspectives of data construction,talent team,and hardware technology.
