After the implementation of the"Dual Carbon"strategy in our country,the centralized cooling industry has shown a significant acceleration in development.Compared to central air conditioning,centralized cooling is not only highly efficient and energy-saving but also has the advantages of peak load reduction,land saving,and intensive use.As the construction of such projects continues to improve,the corresponding project cost control has been valued by relevant government departments and construction enterprises.Under the general requirement of the state to encourage the construction of low-carbon and energy-saving projects,this paper analyzes the key difficulties in the full-process cost management of regional centralized cooling projects based on ice storage systems.Taking the cost control case of regional centralized cooling projects as the research object,it discusses the difficulties and countermeasures in cost control at various stages such as project feasibility,design,implementation,and settlement,from a shallow to deep level.Combining the characteristics of the project and the effectiveness of cost control,it focuses on analyzing the difficulties and countermeasures in cost control during the construction phase,aiming to improve the level of cost control and effectively control project costs.Based on the actual regional centralized cooling project cost control and experience,this paper analyzes the related control difficulties and proposes corresponding measures,providing a reference for the cost control of similar regional centralized cooling projects.
