Application of Environmental Protection Administrative Contract to the Ecological Civilization Construction in Guangzhou
The construction of ecological civilization in Guangzhou has made positive progress in the recent times, but in the meantime, there remain such problems as excessive rigidity of governance that need improvement. As a new model of environmental management, administrative contract for environmental protection has its unique effect on the construction of ecological civilization. To forward the application of the administrative contract to the construction of ecological civilization in Guangzhou, the theoretical research and systematic construction of the contract should be enhanced with relevant experiences at home and abroad. To be more specific, third-party monitoring should be promoted, the administrative prior rights of the environmental management authority be clarified, the unilateral right to change and cancel of the environmental protection authority be limited, and the institutional construction with judicial review of the administrative contract for environmental protection be improved.
