An Improved Oil Reserve System for National Oil Security
The establishment of oil reserve system and a proper command of oil reserves gain an increasing importance in the energy security strategy for all countries. Urged by both the domestic market and the international environment, the establishment of China＇ s oil reserve system should be greatly accelerated. China＇ s oil reserve system can be improved mainly from the following aspects： first, the scale of oil reserve should be enlarged step by step; second, the dependency on single variety of oil should be lessened in order to diversify oil reserve; third, market surveillance should be loosened in order to breed a diversified oil reserve; fourth, comprehensive and scientific planning should be applied to oil reserve bases; fifth, a well-informed decision should be reached to build a multilevel fund-raising pattern for oil reserve; and lastly, close attention to the changes of international situation should be paid to ensure an active participation in the international cooperation of oil reserve.
