Genesis of Modernization of Hong Kong Governmental Administration on Public Crisis ---A Study on the Plague in Hong Kong at the Turn of the Century
Public crises are significant events caused by many reasons in the process of modernization in many countries and regions. As they can exert a negative influence on public well-being and benefit, their administration is an important function of the modem government. Towards the end of the 19th century and the beginning of the 20th century, plague repeatedly broke out in Hong Kong. As a result, the Hong Kong government has set up the special crisis administrative department to tackle the epidemic problems. That was the initial stage of Hong Kong governmental administration of public crisis.
