The phenomenon of escaping to Hong Kong is a complex issue that can reflect macro-system and micro-policy.It has aroused the thinking and practice of the top leaders of the CPC,middle and local leaders,and grassroots cadres and the masses.The solution to this problem requires adjusting basic ideological concepts and specific policy measures.After the Cultural Revolution,the Central Committee adjusted certain macro-policies addressing these issues and made organizational adjustments to main provincial leaders of Guangdong.With the support of the Central Committee,the provincial party committee and government of Guangdong led by Xi Zhongxun based on the ideological line of seeking truth from facts,absorbed the experience and wisdom of grassroots people in practice,established a new solution to the problem of escaping to Hong Kong,and implemented a set of effective action plans,which not only solved the long-standing problem of escaping to Hong Kong,but also elevated the curtain of Guangdong's Reform and Openning Up,and made Guangdong to become the starting point for national Reform and Openning Up.
