On December 3,1929,after completing the preparations for the Baise Uprising,Deng Xiaoping returned to Shanghai to report to the Central Committee.The CPC Central Committee highly affirmed Deng Xiaoping's report and appointed him as former secretary and political commissar of the Red Seventh Army.Back to Guangxi,Deng Xiaoping implemented the party's absolute leadership over the army in the Red Seventh Army(including the Red Eighth Army),went deep into the agrarian revolution,fully mobilized the masses,and creatively put forward the"tactics of the masses".From October 1930 to January 1931,he led the Red Seventh Army to Jiangxi.In March,Deng Xiaoping took the initiative to go to Shanghai to report to the Central Committee.While waiting for a meeting with the central leaders,Deng Xiaoping wrote the"Report on the Work of the Seventh Army".The central leaders did not listen to Deng Xiaoping's opinion and transferred Deng Xiaoping from the Red Seventh Army,and his meticulously written"Report on the Work of the Seventh Army"was shelved.
