摘要
国际社区中居民的语言障碍、法律差异及文化冲突引发了居民隔阂严重、社区认同难以建立等问题。传统社区管理中的放任自流模式、行政推动型治理模式和社区居民自治模式都无法解决和应对这些问题。社会工作介入国际社区治理，可运用社会工作的理念和方法，采取多元自治模式。通过推动多元自治模式组建，提供一站式社区公共服务；建立外籍人士服务站，创新社区治理新制度；尊重社区居民差异化需求，开展多元文化交流活动；发挥社工引领作用，以志愿服务培育社区非政府组织等途径，加强和提高社区居民跨文化交流能力，营造良好的社区文化氛围，逐步建立社区认同，实现构建国际社区良性社会生态和建立现代社区治理体系的目标。
Abstract
The language barrier,legal difference and cultural conflict of international community residents have led to problems of serious barriers,difficult in community identity establishment and so on.Management models like letting things alone,administrative?promotion and residents′self-governance in traditional com-munity cannot solve these problems.When the social work intervenes in the international community govern-ance,the idea and method of social work can be applied to take multivariate models of autonomy,provide one -stop community public service.It can also help to establish foreigner’s service stations,innovate com-munity governance system as well as respect for the needs of community residents and carry out diversified cultural exchange activities.Besides,it may help the social workers playing a role and to foster community non-governmental organizations including other ways by volunteer service,to strengthen and improve the a-bility of community residents to cross cultural exchanges,and to create a good cultural atmosphere in com-munity,establish a community identity gradually,to achieve the goals of constructing the international com-munity with healthy social ecology and establishing the modern community governance system.
