中山市环保共性产业园减污降碳协同控制研究——以中山市某工业园区为案例

工业领域是我国污染物和碳排放产生的主要领域,2022年中山市创新性提出"环保共性产业园"的建设设想,是工业领域减污降碳协同增效一次积极的探索.本研究通过收集我市某工业园区环评报告、废水处理设施技术方案等资料,对环保共性产业园减污降碳协同控制的情况进行分析研究,并提出下一步发展建议.通过数据比对发现,环保共性产业园因产能上升,生产废水、SO2和NOx以及危险废物的排放量均呈现上升趋势,但COD、颗粒物、VOCs污染物排放量下降.经计算,园区年碳排放量为9.11万吨,碳排放主要来自天然气燃烧的直接排放.后续建议园区要在整体布局、技术创新以及运行管理方面应采取更积极主动的措施,以实现减污降碳协同增效.
Research on the Co-control of Pollutant and Carbon Emission in Zhongshan Environmental Protection Common Industrial Park——a Case Study of an Industrial Park in Zhongshan
Industry is one of the main field of pollutant and carbon emission in China.In 2022,Zhongshan put forward the concept of the Environmental Protection Common Industrial Park,which is an exploration of the synergistic control on pollutants and carbon emissions in the industrial field.By collecting the Environmental Impact Assessment Report,the Wastewater Facility Technical Scheme of the industrial park.,etc,this study analyzes the effect of the co-control of pollutants and carbon in the Environmental Protection Common Industrial Park and puts forward some further suggestions.Through data comparison,it is found that due to the increase in production capacity,the emissions of wastewater,SO2,NOx,and hazardous waste have shown an upward trend in the studied park compared with the original industrial cluster area.However,the emission of COD,particulate matter,and VOCs has decreased.The annual carbon emission of the studied park is calculated to be 91,148 tons,which mainly comes from the direct emission of natural gas.It is suggested that the park should take more proactive measures in terms of the overall layout,technological innovation,and management to achieve synergy in pollutant and carbon control.
