国外后处理厂氪-85管理实践及其启示

由于氪-85 是后处理厂排放的放射性活度最高的同位素,且能造成全球较高的集体剂量,20 世纪70年代起,以美国为代表的国家都对氪-85 分离整备技术进行了科学探索和工程实践,发展出了以低温蒸馏为代表的技术路线,除在氪分离工艺、氪的长期贮存中都遇到了安全问题.与此同时,由于氪-85 放射性毒性低、对公众个人有效剂量的贡献很低、氪分离整备工程化存在一定安全问题且投资巨大,法国、英国的后处理厂将几乎全部的氪-85 以气载流出物形式排放到环境中进行稀释扩散.另外,尽管氪-85 是一种应用较为广泛的同位素,但其市场规模远小于后处理厂氪-85 的年排放量.综上,建议我国参考法、英等国的氪-85 管理实践选择稀释扩散方案对后处理厂氪-85 进行管理.
Practice of Krypton-85 Management in Foreign Reprocessing Plants and Its Enlightenment
Since Krypton-85 is the isotope with the highest activity emitted by the reprocessing plant,and can cause a higher collective dose in the world,since the 70s of the last century,countries represented by the United States have carried out scientific exploration and engineering practice on the separation and conditioning technology of Krypton-85.Technical routes represented by cryogenic distillation were developed,and safety problems of separation process and long-term storage were found.At the same time,due to the low radiotoxicity,the low contribution to the individual effective dose of the public,the safety problems and huge investment of krypton separation and conditioning engineered application,almost all krypton-85 is discharged into the environment as airborne effluent for dilution and diffusion in the reprocessing plants of France and the United Kingdom.In addition,although krypton-85 is a widely used isotope,its market size is much smaller than the annual emissions amount of krypton-85 in reprocessing plants.In summary,it is suggested that dilution and diffusion could be selected as the management scheme of Krypton-85 for China's reprocessing plants,referring to the management practices of Krypton-85 in France and the United Kingdom.
