Analysis and Prospects of the Local Standards and Specifications for the Risk Management Regulations of Contaminated Sites in China
The"local-national-local"approach is implemented in the legislation on soil environmental quality and the risk screening and management system for contaminated sites in China.With the fundamental improvement of national standards and technical specifications and the rapid development of the soil remediation market,the legislative process for the management of local contaminated sites has been greatly accelerated during the"14th Five-Year Plan"period.This paper investigates the provincial or municipal standard documents related to the risk screening and management of contaminated sites issued in China between 2019 and 2013,including three categories:soil environmental quality standards(screening values),technical specifications,and guidance documents.By comparing the supplementary provisions of local standard documents to national standards or technical specifications,the key points of the current legislation of local standards are summarized in three aspects:soil environmental quality standards,risk assessment procedures,and statistical analysis of test results.Based on the legislative principles and directions of current local standard documents,this study can provide references for national and local legislation in areas such as refined risk assessment of contaminated sites and governance of new pollutants in the new era.
