Research on the Orientation and Path Selection of Construction of Rural Teachers in the New Era——From the perspective of policy tools
The high quality teacher team is the key to solve the"weak village"of compulsory education.After building a well-off society in an all-round way,how to consolidate the existing construction achievements,further improve and stabilize the team of rural teachers,local governments have issued relevant special policies.Based on the perspective of policy tools,this paper constructs the analysis framework of"Policy tools-Construction elements"and uses content analysis to analyze 10 provincial policy texts on the construction of rural teachers in the new era.The results show that:In the process of promoting the construction of rural teachers,local governments have multi-dimensional construction paths and diversified construction contents,but at the same time,there are also problems such as dysfunctional policy implementation methods,scattered content positioning,and poor adaptation between construction positioning and development path.It is suggested that provincial governments optimize the implementation of policies to fully release the effectiveness of policies;Precise element positioning to avoid construction shortcomings;The organic matching between the orientation of the adaptation construction and the development path.
