基于教育高质量发展的中小学教师退出机制探析

建构科学的教师退出机制是提高教师队伍素养,推动高质量教育体系建设的基本要求.科学的中小学教师退出机制的建立有利于扩大补充优秀教师的编制数量、提升教育投入的使用效率和畅通教师职业进出的渠道.当前中小学教师退出机制中仍存在主动退出意识不强、退出标准不明确、保障机制不健全等问题,可以通过帮助教师树立科学的职业退出观、建立明确的教师退出标准、明确教师退出程序和执行主体以及完善教师退出的保障制度等途径对教师退出机制进行优化.
An Analysis of the Withdrawal Mechanism of Teachers in Primary and Secondary Schools on the Basis of the Development of the Quality of Education
Constructing a scientific teacher withdrawal mechanism is the basic requirement for improving the quality of teachers and promoting the construction of high-quality education system.The establishment of a scientific withdrawal mechanism for primary and secondary school teachers is conducive to expanding and supplementing the number of excellent teachers,improving the efficiency of the use of educational input and smoothing the channels for teachers'career entry and exit.At present,there are still some problems in the withdrawal mechanism of primary and secondary school teachers,such as weak consciousness of active withdrawal,unclear withdrawal standard and imperfect guarantee mechanism.The mechanism of teacher withdrawal can be optimized by helping teachers establish a scientific view of career withdrawal,establishing a clear standard of teacher withdrawal,clarifying the procedure and implementation subject of teacher withdrawal,and improving the guarantee system of teacher withdrawal.
