Analysis of the Current Situation of Silver Age Teachers'Inauguration and the Momentum of Boosting Higher Education
The Implementation Plan of the Silver Age Lecturing Program and the Implementation Plan of the Western Support Program for Silver Age Teachers in Colleges and Universities(referred to as"Silver Age Program")implemented by the Ministry of Education(MOE)in 2018 and 2020,respectively,is an important initiative to make full use of the advantageous resources of retired teachers and to actively promote the development of education in disadvantaged areas.Through the questionnaire survey of 42 silver-age teachers,it was found that the overall situation of silver-age teachers'inauguration is preferred,which is manifested in good motivation for employment,obvious advantages in comprehensive quality,strong cultural adaptability,and relatively perfect service guarantee mechanism,and they have increasingly become the driving force and vitality of all kinds of education in colleges and universities(especially in privately-run colleges and universities),which cannot be ignored.However,there are some problems,such as the unreasonable structure of the employed silver-aged teachers;the uneven geographical distribution of the employed and the weak ability to use digital technology;the failure to release the dividends of scientific research,and the disordered connection between teaching and scientific research transformation;the dislocation of personalized safeguards,and the ineffective performance of the service functions.Based on this,it is necessary to optimize the supplementary supply mechanism to enhance the policy momentum;improve the development guidance mechanism to stimulate the internal momentum;form the process of synergy mechanism to aggregate the governance momentum;and improve the service guarantee mechanism to enhance the momentum of sustainable development.
