The Practice and Optimization Strategies of Inclusive Kindergarten Policies in Guangdong:A Quantitative Analysis Based on the PMC Index Model
Inclusive policies are essential for the development of local inclusive kindergartens and influence the high-quality development of preschool education in China.Using 28 inclusive kindergarten policies from various prefecture-level cities in Guangdong Province as samples,this study constructs a corresponding policy evaluation system using text mining and the PMC index model,and quantitatively analyzes selected eight policy texts by creating surface plots.The results show that while the overall policies for inclusive kindergartens in Guangdong Province are reasonable,there are significant regional differences,a lack of foresight and predictability,and limited local innovation and distinctiveness.To address these issues,it is recommended to continuously revise and improve policy content,balance uniformity with specificity,enhance policy execution,increase policy support,and encourage social investment.These measures aim to improve the scientific and operational aspects of inclusive kindergarten policies,thereby providing policy support for the high-quality development of preschool education in Guangdong Province.
