Water ecological compensation is an effective approach to solve the conflict between basin ecological protection and economic development.In order to understand the development and characteristics of China's water ecological compensation,based on literature research and investigation,this paper systematically reviews the national policies and regulations related to water ecological compensation and the practices implemented at inter-district,inter-municipal and inter provincial scales.The development of policies and regulations can be divided into three stages,and the characteristics of each stage are different.This paper also summarizes the evolution of China's water ecological compensation in terms of compensation mode,compensation basis,compensation participators and compensation methods and so on.With the development of policies and practices,the mechanism and concept of China's water ecological compensation improve constantly,and the coverage of compensation keeps expanding.However,there is still improvement room for water ecological compensation in the aspects of marketization,diversification and standardization.
