Construction of a horizon scanning and monitoring system for national defense science and technology
With the goal of addressing technological development needs in the field of national defense science and technology,a technology horizon analysis approach is proposed in this paper,which entails'data service + intelligent recommendation + expert decision-making'and presents a newly designed horizon scanning and monitoring system.A one-stop capability for data acquisition,storage,mining,analysis,and visualisation is offered by this system,as well as application services,including technology horizon analysis,data visualisation,and intelligence product recommendations.Based on accurate and timely information support for scientific and technological management,this system can effectively identify innovative technologies,markets,and opportunities in the national defense sector.In the context of collisions among the great powers,cutting-edge technologies play a pivotal role in the development of China's national defense science and technology.Hence,mining massive open source intelligence data to explore emerging technologies that have the potential to affect future development and effect significant changes,engaging in continuous scanning and monitoring,and conducting technology horizon analysis are crucial for strategic decision-making in national defense science and technology management.
