Advancements in science and technology,coupled with escalating global technological competition,have transformed innovation in national defense.This transformation sees more participants engaging in innovation,yielding diverse outcomes through novel patterns and business models.These shifts demand innovative approaches to tackle emerging challenges in safeguarding such innovations.Regulatory gaps,suboptimal operational practices,and ineffective enforcement have been identified as relevant security issues.Guided by protecting the innovations of national defense science and technology and improving the morale of innovators,on the basis of clarifying the connotation of the concept of national defense science and technology innovation protection,the current challenges of national defense science and technology innovation protection are analyzed.A comprehensive protection framework,anchored in systems engineering principles is introduced.Detailed recommendations are presented to bolster national defense science and technology innovations.These include crafting specialized regulations,implementing various protective measures,raising awareness,choosing suitable protection methods,employing cutting-edge tools,and establishing a solid deterrence system.
