The development of emergency language competence based on dynamic capabilities
In order to discuss the development of emergency language competence based on the dynamic capabilities theory,a series of measures are proposed,such as emergency language competence development should aim to improve the timeliness,scope,and quality of language services,focusing on developing dynamic capabilities such as situational awareness,knowledge acquisition,and resource reconfiguration.Accordingly,human resources in emergency language services should be transformed and upgraded to establish a language talent team that meets the requirements of dynamic capabilities.It is concluded that the development of emergency language competence should be distinguished from conventional language competence,highlighting how to cope with challenges posed by multiple uncertain factors in emergencies.The dynamic capabilities theory can provide a reference for building emergency language competence that can adapt to rapidly changing environments.
