处在"十四五"发展的关键时期,如何实现高质量发展成为摆在水运设计企业面前的重要课题.文章汲取国家宏观层面高质量发展的深刻内涵,在贯彻落实"创新、协调、绿色、开发、共享"新发展理念基础上,提炼出构建水运设计行业微观层面的高质量发展指标体系的原则,并据此构建起"1+2+5+N"的高质量发展指标体系,即围绕价值创造主线,做强科技和管理两大支撑,落实五大发展理念,提升 N 个关键价值创造点,形成主线清晰、一主多辅、末端灵活的指标体系,希冀为行业高质量发展提供借鉴.
Investigation on Construction of High-Quality Development Index System of Waterway Engineering Design Enterprises
To achieve high-quality development has become an important mission for waterway engineering design enterprises in the critical period of the 14th Five-Year Plan.By analyzing profound connotation of high-quality development on a national macro-scale,implementing new development concepts of innovation,coordination,green,exploration and sharing,the principle of constructing a high-quality development index system on micro-scale of waterway design industry is extracted,which leads to a high-quality development index system of 1+2+5+N,that is to focus on the principal line of value creation,strengthen such two major supports as science&technology and management,execute five major development concepts,and improve N creation points of key value,finally form a index system with a distinct principal line assisted by multiple sublines and flexible end.The research results may provide a reference for high-quality development of waterway design industry.
