Countermeasures for Innovative Fiscal and Financial Modes Applying to Smart Port Projects
In recent years,Chinese government has clearly proposed such policy/strategy as the acceleration of the digital transformation and intelligent development of ports.Meanwhile,the high-speed development and application of 5G,Internet,block-chain and etc.provide smart ports with key basic conditions so as to promote the construction.Smart port projects are characterized with advanced techniques,long cycle and high financing demand,thus the current investment/financing modes can not support the development of smart ports.An innovate investment/financing mode is required urgently to revitalize the investment in smart port projects,raise the momentum to construct ports,and promote high-quality development of ports.Due to a few researches made for the investment/financing modes,smart ports are analyzed from the aspects of the development status,the dilemma of investment and financing,which produces the countermeasures against the problems existed the investment and financing fields of smart ports.
