欧盟在推进一体化的进程中始终奉行着"多样性与同一性并存"的文化政策.创办于1985年的"欧洲文化之都"是欧盟文化政策体系下最具代表性和影响力的文化项目,截至2020年,欧盟成员国均已主办过该文化盛会,并在过程中不断完善其发展体系和运营模式.本文以瓦莱塔2018为分析对象,研究发现其运营模式具备通用性和灵活性的特点,包括但不限于政府主导、政企合作、市场支撑、三方评估等,对城市文化复兴的策略制定具有参考价值.
Abstract
The European Union has always pursued a cultural policy of"coexistence of diversity and identity"in the process of promoting integration.The"Capital of European Culture",founded in 1985,is the most representative and influential cultural project under the EU's cultural policy system.By 2020,all EU member states have hosted the cultural event,and constantly improved its development system and operation model in the process.This paper takes Valletta 2018 as the analysis object,and finds that its operation mode has the characteristics of universality and flexibility,including but not limited to government-led,government-enterprise cooperation,market support,tripartite evaluation,etc.,which can serve as a reference for the strategy formulation of Urban culture revitalization.
