本论文旨在探讨意大利"2%艺术法"对公共艺术品质和艺术家权益的影响.通过文献分析的方法,综合考察该法规从20世纪30年代至今的历史发展、核心条款、实施进程及其在国际范围内的应用情况.研究表明,"2%艺术法"不仅促进了公共艺术的品质提升和艺术与建筑的融合,还作为多样性和创新的催化剂,加强了艺术与社会的互动.此外,该法规对艺术家而言,不仅提供了经济保障和创作展示的平台,也有助于提高其社会地位和影响力.然而,法规的实施也面临挑战,包括规定的模糊性和资源分配的问题.本文通过对"2%艺术法"的深入分析,提出了对其未来发展的展望,旨在为公共艺术政策的制定和实施提供参考.
Abstract
This paper aims to explore the impact of Italy's"Legge del 2%dell'arte"(2%Art Law)on the quality of public art and the rights and interests of artists.Employing the method of literature analysis,this study comprehensively examines the historical development of this regulation from the 1930s to the present,its core provisions,implementation process,and its application internationally.The research indicates that the"2%Art Law"not only promotes the enhancement of public art quality and the integration of art and architecture but also acts as a catalyst for diversity and innovation,strengthening the interaction between art and society.Moreover,for artists,this regulation not only provides economic security and a platform for creative display but also contributes to elevating their social status and influence.However,the implementation of the law faces challenges,including the ambiguity of its stipulations and issues in resource allocation.Through an in-depth analysis of the"2%Art Law",this paper proposes prospects for its future development,aiming to provide references for the formulation and implementation of public art policies.
