新形势下县级环境监测能力现状及对策研究

摘要
县级环境监测站处于生态环境监测体系最基础、最前沿的位置,生态环境机构垂直管理制度改革后,县级环境监测站的职能、定位发生转变,面临着新形势、新任务的挑战.本文以长沙市为例,分析了县级监测站监测能力现状和面临的监测人力不足、监测基础薄弱、监测能力欠缺等问题和困境,结合实际,从加强组织领导、统筹谋划布局、着力人才培养、加大资金投入、健全机制体制等方面提出了提升县级环境监测能力"软实力"、"硬基础"等相关对策建议.
Abstract
County-level environmental monitoring stations are at the most fundamental and cutting-edge position in the eco-logical environment monitoring system.After the reform of the vertical management system of ecological environment institu-tions,the functions and positioning of county-level environmental monitoring stations have changed,facing challenges from new situations and tasks.This article takes Changsha City as an example to analyze the current situation of county-level mo-nitoring stations'monitoring capabilities and the problems and difficulties they face,such as insufficient monitoring manpower,weak monitoring foundation,and insufficient monitoring capabilities.Based on reality,relevant countermeasures and sugges-tions are proposed to enhance county-level environmental monitoring capabilities,such as strengthening organizational leader-ship,overall planning and layout,focusing on talent cultivation,increasing financial investment,and improving incentive mechanisms.
