The Shanghai Experience of the Minimum Wage System:Theoretical Origin and Practical Exploration
China has ratified the 1928 Convention on the Method of Determining Minimum Wages(No.26),but its minimum wage system is different from the"decent living wage"advocated by the International Labour Organization.Since 1993,Shanghai has implemented a minimum wage system,which has certain differences in system design compared to other provinces and cities,and has always maintained significant consistency.As a representative of the employee side in the tripartite negotiations at the city level,the Shanghai Federation of Trade Unions,in participating in the process of adjusting the minimum wage standard,has docked with international labor standards,combined with local work practices,and used regular surveys,quantitative analyses,and scenario simulations to carry out consultancy studies,exploring the establishment of a mechanism for adjusting the minimum wage standard that is in line with Shanghai's economic development
