工会工作是党治国理政的经常性、基础性工作,工会参与发展全过程人民民主具有主体叠合、场域嵌入、价值契合、形式融通等内在逻辑,呈现参与渠道的多元性、民主内容的丰富性、民主领域的全面性、民主主体的广泛性、民主参与的直接性、民主实践的有效性等特征,彰显了工会的代表功能、参与功能、组织功能、教化功能、建构功能和监督功能.工会参与发展全过程人民民主,要确立工会参与的主体地位,畅通参与路径、平台,将民主理念与方法融入工会业务工作,加强工会组织自身民主建设,强化工会参与主体建设,落实工会参与的制度保障.
Abstract
Trade union work is a regular and fundamental work of the Party's governance.The participation of trade unions in developing the whole-process people's democracy has inherent logic such as subject overlap,field embedding,value fit,and form integration.It presents the diversity of participation channels,the richness of democratic content,the comprehensiveness of democratic fields,the breadth of democratic subjects,the directness of democratic participation,and the effectiveness of democratic practice,demonstrating the representative function,participation function,organizational function,educational function,construction function,and supervision function of trade unions.Trade unions should participate in developing the whole-process people's democracy.It is necessary to establish the main position of trade union participation,smooth the participation path and platform,strengthen the democratic construction of trade union organizations,enhance the construction of trade union participation subjects,and implement institutional guarantees for trade union participation.
