Research on Labor Insurance for Enterprise Employees in the Early Period of the People's Republic of China——An Analysis Centered on the Labor Insurance Regulations
Labor insurance is an important labor system implemented after the founding of the People's Republic of China.After summarizing the experience accumulated in the implementation of labour insurance in the liberated areas and consulting with all parts of the country since the founding of the People's Republic of China,the Government Administration Council formally promulgated the Labor Insurance Regulations of the People's Republic of China in 1951.These regulations are characterized by the relative universality of insurance coverage,the fact that insurance costs are not borne by the insured,the fact that the payment of labor insurance benefits is based on the length of an employee's service,the nature of their work,the degree of danger and the number of people they support,and the fact that they could enjoy the benefits of collective labor insurance.As for the employees not within the scope of the Labor Insurance Regulations,they could enjoy the labor insurance by signing the collective labor insurance contract with the enterprise in accordance with the regulations.The implementation of the Regulations on Labor Insurance established,for the first time in China's history,a relatively stable and institutionalized national social insurance system on a nationwide scale,which was of great significance in easing labor-capital relations,constructing a social insurance system,and later on in the socialist transformation of capitalist industry and commerce.However,since the implement of labor insurance was still at the stage of exploration and development at that time,certain limitations inevitably existed.
