摘要
产城联动规划是为经济欠发达地区的城市建成区扩容提质、建设新区而编制的一种空间建设规划，目的在于在建成区周边地区开发新的产业园区、重点开发区，通过功能联动、交通联动、城市与产业互动等机制创新，统筹城乡发展，实现产城融合，以及新区和旧区互动、工业化和城镇化相互促进；建设新的中心城区，使其成为产业群集、人口汇聚、经济繁荣，能辐射带动区域经济社会发展的新中心。产城联动规划既不是城市总体规划，也不同于一般的概念规划，其要求具有较强的实际操作性，是一种新的空间建设规划，因此其还有许多新问题需要认真研究。
Abstract
Industry-city integration planning aims at expanding the space and improving the quality of both built-up and planned area. It is a new spatial planning that difers urban master plan or the conceptual plan. It integrates land use, transportation, city and industry, and helps old and new districts interaction, industrialization and urbanization interaction in built up area; and it promotes industrial, population aggregation and economic development in new districts. The new spatial planning approach yet needs further study.
