摘要
文章结合哈尔滨市阿城区红星镇新一版城镇总体规划(2011—2030年)修编案例，分析规划修编的缘由，回顾与评价历版城镇总体规划，明确规划修编的重点内容，在城镇发展综合分析的基础上，以旅游为导向，从城镇发展目标与战略的确定、城镇性质与规模的调整、城镇空间的布局、景观绿地系统的构建等方面提出规划策略，以期能为其他旅游城镇的规划编制提供参考。
Abstract
With the case of Hongxing Town Master Plan (2010-2030) in Acheng district, Harbin, the paper analyzes reasons of master plan revision, reviews previous master plans, and indicates the emphasis of plan revision. Based on comprehensive analysis, the plan puts forwards strategies from planning goals and strategies, town function and scale, space layout.
