供给侧结构性改革背景下沈阳旧城存量土地规划实践

开展存量土地规划是推动供给侧结构性改革、补足城市短板的必然要求,是改善人居环境的重要行动,是城市转变发展方式的重要标志.文章从供给侧结构性改革的认知入手,在梳理我国30年来存量土地规划供给实践的基础上,提出新时期的思维方式从效率优先向质量优先转变、规划方法从单一视角向多元服务转变、治理模式从强权治理向协作共赢转变.以沈阳为例,在存量土地规划的规划技术上基于土地"供需平衡"的角度开展总量测算;在规划方式上注重"补短板",划定多元化的存量政策区,释放城市新动能;在实施操作上,由政府主导向"协同共治"转变,构建面向实施的存量空间治理体系.
Shenyang Old City Stock Land Planning In The Context Of Supply-side Structural Reform
Urban stock land planning is necessary in promoting supply-side structural reform and is a symbol of urban developmenttransition. The article reviews practice of urban stock land planning in the past three decades, proposes planning transition fromefficiency to quality, single to multiple services, governance to collaboration. In Shenyang stock land planning, general scale iscalculated for demand-supply balance; multiple policy area is delimited to release urban energy; collaboration mechanism is practicedto establish a new spatial governance system.
