Metropolitan comprehensive commercial districts in China need quality improvement in urban renewal.However,problems in top-level design,planning flexibility,multiple stakeholders,building repair regulations have resulted in the slow progress of commercial district renewal.The city of New York is selected as an example to systematically summarize the renewal regulation,flexible planning adaptation,building alteration codes and operation methods under different property rights situations for comprehensive commercial district.It is believed that it is necessary for mega-cities in China to make a top-level design for comprehensive commercial districts,improve planning flexibility,provide building alteration codes and inspection-approval process,to support the improvement of urban competitiveness and commercial vitality.
