摘要
从保护利用协同目标入手,对国外的文化遗产影响评估实践进行剖析,总结了广州市文评实践的主要特点,针对文化遗产影响评估工作面临的3大难点——与保护管理系统结合方式复杂、自我完善程度不足、其他力量支撑与保障不足,提出由文化遗产影响评估先予机制、触发机制与保障机制共同构成的本土化文化遗产影响评估嵌入机制.
Abstract
Starting with the collaborative goal of conservation and utilization,international Cultural Heritage Impact Assessments(CHIAs)practices are analyzed,and the main characters of CHIAs in Guangzhou are summarized.Addressing the three major difficulties of CHIAs:the integration of CHIAs with existing conservation and management systems,the improvement of CHIAs itself,and the support of other forces,a localized embedding mechanism for CHIAs including a prior mechanism,a triggering mechanism,and a guarantee mechanism,is proposed.
