省级城乡历史文化价值体系规划框架与建构方法

摘要
新时代城乡历史文化保护传承体系包含国家、省、市(县)三级管理体制,省级城乡历史文化保护传承体系具有"承上启下"的关键作用,省级城乡历史文化保护传承体系的建设须以价值体系建构为引领.聚焦省级城乡历史文化价值体系建构与落实,以《陕西省城乡历史文化保护传承体系规划》为例,探索与建构基于整体观及"三全一联动"策略的规划框架,总结了包涵"梳理历史脉络,提炼价值框架—建构空间格局,彰显省域价值—完善保护名录,夯实价值支撑—明确市(县)任务,落实价值传导"的规划方法,旨在为相关研究与实践提供参考,为增强省级层面城乡历史文化保护传承的整体性和系统性提供技术支撑.
Abstract
The urban-rural historical and cultural protection and inheritance system in the new era incorporates national,provincial,and municipal levels.At the intermediate level,the provincial historical and cultural protection and inheritance system shall be oriented for value system construction.With the Shaanxi Urban-Rural Historical and Cultural Protection and Inheritance System Planning as an example,the planning framework based on the holistic view and three-in-one interaction is established,and the planning method is concluded:reorganizing historical context to form a value framework,constructing spatial pattern to highlight provincial value,establishing the protection catalogue to strengthen value support,and clarifying municipal missions to consolidate value transmission.It provides a reference for relevant research and practice,as well as a technical support for holistic and systematic construction of provincial urban-rural historical and cultural protection and inheritance.
