广州市现行控规评估技术体系构建思路与框架

摘要
在国土空间规划"五级三类"体系下,亟须对现行详细规划的主要类型即控规进行整体优化,实现与其他各类规划的协同,开展现行控规评估工作则是控规优化的基础.结合广州市国土空间规划试点工作,以落实国土空间规划体系的传导、衔接与协调为导向,从评估要素体系、评估技术路径、评估成果应用3大维度探索国土空间规划背景下广州市现行控规评估技术体系,以期为全国其他城市开展现行控规的评估工作提供技术参考.
Abstract
Under the"five levels and three categories"system of territorial space planning,it is urgent to optimize current regulatory planning to achieve synergy with other types of planning.The evaluation of current regulatory planning is the foundation for orderly planning optimization.Combined with the pilot work of territorial space planning in Guangzhou oriented for planning transmission,connection,and coordination,current regulatory planning evaluation technical system is studied from three dimensions:evaluation element system,evaluation technology path,and evaluation results application.It provides technical reference for other cities to carry out current regulatory planning evaluation.
