摘要
在"多规合一"改革背景下,国土空间专项规划与总体规划有效衔接是实现空间治理现代化的基础工作.通过理顺规划衔接内容、创新规划衔接技术、探索规划间的传导路径,有利于促成规划之间的"全过程"衔接.在辨析专项规划和总体规划关系、专项规划编制存在问题的基础上,从阶段性衔接制度、差异化空间统筹和一体化传导路径3个方面对国土空间规划体系下专项规划和总体规划的衔接进行思辨,并以长沙市专项规划和总体规划衔接为例,重点探索专项规划和总体规划衔接的关键性技术,以实现总体规划和专项规划在目标、指标、布局、管控等方面的协同统一.
Abstract
The effective connection between territorial space special planning and master planning is fundamental to space governance modernization in the reform of"mutil-plan integration".Clarifying planning connection content,innovating planning connection technique,and establishing planning transmission path conduce to full process connection of different plans.Based on an analysis of the relationship between special planning and master planning,and the problems of special planning compilation,the connection between special planning and master planning in territorial space planning system is studied from three aspects:phased connection mechanism,coordination of differentiated spaces,and integrated transmission path.With Changsha as an example,the key connection technique between special planning and master planning is explored to realize integration of the two plans in vision,indicator,pattern,and governance.
