小流域综合治理和统筹发展规划思路与实践——以湖北省十堰市茅塔河小流域为例

摘要
作为响应国家生态文明建设要求和推动中国式现代化的重要手段,小流域治理在我国国家治理体系中的重要性不断提升.小流域综合治理和统筹发展规划是统筹小流域内各要素发展与综合治理的重要抓手,现状对小流域综合治理和统筹发展规划的编制思路及策略的研究较为薄弱,如何理清小流域综合治理和统筹发展规划的架构是亟待研究的重要课题.基于人居环境科学理论和规划统筹与统筹规划方法论,构建小流域综合治理和统筹发展规划的架构,并结合湖北省十堰市茅塔河小流域的规划实践,提出小流域综合治理和统筹发展规划的思路与策略,为湖北省乃至全国的小流域治理规划工作提供参考.
Abstract
As an important approach of national ecological civilization construction and Chinese path to modernization,the importance of small watershed governance in national governance system has been escalating.Small watershed comprehensive governance and integrated development planning is important in coordinating different elements and comprehensive governance.Current researches are weak in the compilation and strategies of small watershed comprehensive governance and integrated development planning,and it is imperative to clarify its planning structure.A planning structure for small watershed comprehensive governance and integrated development planning is established based on human settlement science theory and planning integration methods.The approach is practiced in the planning of Maota river watershed in Shiyan city,Hubei province,and provides a reference for the governance and planning of small watersheds in Hubei province and even the whole country.
