摘要
遵循"堵点分析—逻辑重塑—机制设计—路径创新"的思路框架,梳理当前国土空间规划实施过程中面临的路径、市场、机制、价值及业务5大方面的堵点,从空间发展权视角提出空间治理逻辑重塑思路,以政府端的权力统筹、市场端的权益统筹及社会端的权利统筹为核心开展"三权统筹"机制设计,提出针对5大方面堵点的贯通思路及路径创新,以期助力"多规合一"改革的持续深化与国土空间规划体系的效能释放.
Abstract
Following the conceptual framework with"clogging point analysis,logic reconstruction,institutional design,path innovation",the five major clogging points in the territorial spatial planning implementation are path,market,mechanism,value,and business,are reorganized.From the perspective of spatial development right,the logic of the territorial spatial governance shall be restructured by integration in three aspects:governmental power,market benefit,and social rights.The resolution and path innovation for the five major clogging points are proposed to help deepen the reform of multi-planning integration and releasing of the territorial spatial planning system energy.
