主体功能区战略在国土空间总体规划中的传导管控策略

摘要
探析主体功能区战略在国土空间总体规划传导中的困境,从目标导向、差异化用途管控传导、政策协同、绩效考核体系出发,分析落实主体功能区战略在国土空间总体规划传导管控中的策略.采用文献分析法、比较分析法和逻辑推理法,发现主体功能区战略在国土空间总体规划传导中存在主体功能区战略与其他战略协同性不足、主体功能区战略政策设计不完善、传导绩效考核指标未与主体功能定位挂钩等问题.将3大主体功能区细化为9类基础分区,明晰分区定位和目标导向,提出主体功能区战略与其他空间战略高效协同、传导的策略.依据不同分区传导目标,制定体现主体功能区战略的用途管控规则和绩效考核机制,强化各分区政策协同配合,保障主体功能区战略逐级落实.
Abstract
The dilemma,transmission,and governance of development priority zone strategy in territorial spatial master planning are analyzed from target orientation,differentiated usage governance transmission,policy cooperation,and performance assessment system.With literature analysis,comparative analysis,and logic inference,it is found that development priority zone strategy has problems of weak collaboration with other strategies,incomplete policy design,disintegration of transmission performance index with functional orientation etc.The three major development priority zones are divided into 9 basic kinds,and their orientation and target are clarified,in collaboration and transmission with other spatial strategies.The use control rules and performance assessment mechanism are formulated based on the transmission targets of different zones.The policy collaboration of different zones are strengthened to guarantee the consolidation of development priority zone strategy.
