摘要
以新加坡纬壹科技城为例,在分析纬壹科技城发展历程和现状的基础上,深入剖析纬壹科技城创新导向下的开发理念和规划管控经验,研究发现:新加坡纬壹科技城在多年的运营建设中建立了"跨部门、综合性"的园区开发管理部门,形成了"政府引领、市场运作"的公私合营开发模式,构建了"规模共享、以租代售"的低成本园区网络.从园区开发管理主体、产业规划设计引导、微观创新空间营造3个层面对我国高科技园区的开发建设、转型升级与新时期规划管控提出经验与启示.
Abstract
With a review of the development process and current status of Singapore's One-North,the development concept and planning control experience of One-North are studied in depth.It is found that cross-departmental and comprehensive administration has been established over the years of construction and operation towards a public-private partnership under governmental guidance and market operation,and a low-cost network characterized by"large-scale sharing and rent for sale"is formulated.One-North park's development subjects,industrial planning and design guidance,micro innovative space creation are valuable experiences for the development,upgrading,and planning control of China's hi-tech industrial parks.
