摘要

技术审查是控规全流程管理的重要环节,广州市从制度保障、数据治理、模块设计、业务融合和工具应用5个方面建设控规技术审查数字化、智能化环境,设计控规技术审查智能化工具,开发规划符合性审查、控规调整前后差异比对、控规调整后与现状数据比对、行政许可情况和管控标准规则审查5大功能模块,以实现工作流程制度、成果数据格式、审查数据底版、审查规则标准和审查结论模板的5个"统一",保障审查结论的客观性和公平性,为国土空间规划技术审查数智化转型、国土空间智慧治理提供参考.

Abstract

Technical review is an important part in the whole process of regulatory planning management.Guangzhou has constructed a digital and intellectual environment for technical review of regulatory planning from the aspects of system guarantee,data governance,module design,government affairs integration and tool application.An intelligent tool for regulatory planning technical review has been designed and developed consisting of 5 major modules:planning compliance review,comparison of differences before and after adjustment of regulatory planning,comparison of data after adjustment of regulatory planning with the current situation,review of administrative licensing and management of regulatory standard rules review.The digital and intellectual system has realized the unification of the work flow system,the final data format,the review data base,the review rules and standards,and the review conclusion template,which ensures objectivity and fairness,and provides a reference for the digital and intellectual transformation of technical review and the intelligence of territorial spatial governance.
