摘要

基于"多维度认知—多功能复合—多任务协同"视角,厘清自然资源与国土空间、社会经济系统的关联,探讨多层级自然资源统一管理体系构建的方法:整合自然资源空间属性、生物(非生物)属性、使用属性和潜力属性,构建以执政机构为实施主体的自然资源分类管治体系;根据分区管控的必要性及可实施性,构建基于生态系统服务的以"利用—保护—修复"为用途导向的自然资源分区管控体系;依循生态系统服务供需平衡,构建彰显人与环境和谐共生愿景的自然资源分级管制体系.研究表明,"分类管治—分区管控—分级管制"的多层级统一管理体系呼应了自然资源统一管理的基层实施、区域协调、顶层设计,提升了国土空间用途管制的可实施性.

Abstract

Based on the perspective of"multiple dimensional cognition-multiple functional compound-multiple tasks synergy",the relationship between natural resources,territorial space and social and economic system is clarified,and the method of constructing a multi-level unified management system of natural resources is discussed.In detail,the results included:integrating the spatial attributes,biological(non-biological)attributes,use attributes and potential attributes to build the classified governance system of natural resources bear by land space;discussing the necessity and feasibility of divisional control,and constructing a divisional control system for natural resource oriented towards the use of"utilization-protection-restoration";building a natural resource grading regulation system that demonstrated the harmonious vision of harmony between people and the environment following the balance of supply and demand of ecosystem services.In conclusion,the"classified governance-divisional control-grading regulation"multi-level unified management system of natural resources serves the investigation,spatial consolidation and overall management of natural resources,and improves the implementation of territorial space use regulation.
