吉林省主体功能区管理体系构建与优化
Construction and Optimization of the Management System of Main Functional Zones in Jilin Province

摘要
以吉林省为例,梳理新时期其主体功能区划定思路与方案,以及主体功能区配套政策及实施成效,总结吉林省主体功能区实施管理经验,并识别出传导管理细则尚不明确、政策实施效果有待提升、政绩考核机制尚未健全的关键问题.在此基础上,提出吉林省主体功能区管理体系优化建议,即以"三区三线"为基础完善主体功能区传导机制,探索"功能区+名录"的差异化政策设计机制,以及建立包括差异化绩效考核体系、与空间主体功能相协调的分类考核评价机制、激励相容的绩效考核配套体系的完善的绩效考核机制.
Abstract
Taking Jilin province as a case study,the delineation ideas and schemes of its main functional zones in the new era are analyzed,along with the supporting policies and implementation effectiveness of main functional zones.The management experience of Jilin province in implementing main functional zones are summarized,and key issues are identified,such as unclear management guidelines,a need for improvement in policy implementation effectiveness,and the lack of a sound performance evaluation mechanism.Based on these findings,suggestions are proposed to optimize the management system of main functional zones in Jilin province.These suggestions include:improving the transmission mechanism of main functional zones based on the"three zones and three lines";exploring a differentiated policy design mechanism of"functional zone+list";establishing a comprehensive performance evaluation mechanism,including a differentiated performance evaluation system,a classified evaluation mechanism coordinated with spatial functions,and an incentive-compatible performance evaluation supporting system.
