在梳理战略规划价值导向与规划体系演变历程的基础上,从规划传导体系和空间治理两方面提出国土空间规划体系下区级战略规划的技术路径.同时,结合宁波市江北区战略规划的编制实践,面向宁波市构建"三级三类"国土空间规划体系及江北区进入内涵式发展新阶段的背景,探讨江北区战略规划技术路径的核心转变,即实施传导下的战略重点由"结构引领"转向"精准落实",精细化管理导向下的内涵提升由"关注大格局"转向"关注小空间",以期为同类地区开展区级战略规划编制提供借鉴.
Abstract
Based on the analysis of the value orientation of strategic planning and the evolution of planning systems,a technical pathway for district-level strategic planning under the territorial spatial planning system is proposed,focusing on both the planning transmission system and spatial governance.Meanwhile,taking into account the compilation practice of the strategic planning for Jiangbei district,Ningbo city,and in the context of Ningbo's construction of a"three-tier,three-category"territonal spatial planning system and Jiangbei district entering a new stage of intensive development,this study explores the core transformation in the technical pathway of Jiangbei district strategic planning,specifically,the shift in strategic focus from"structure-led"to"precise implementation"under the guidance of implementation transmission,and the refinement in the connotation promotion from"emphasizing the big picture"to"focusing on small spaces"under the guidance of fine management.The aim is to provide a reference for the compilation of district-level strategic planning in similar regions.
