城郊融合型单元详细规划编制策略——以长春市城西镇为例

在国土空间规划体系下,如何在原有控制性详细规划的基础上对详细规划进行完善和改革是值得探讨的问题.分析当前城郊融合型单元详细规划编制面临的问题与挑战,提出新时期、新要求下的规划编制策略,即城市、乡村规划同步融合编制,加强城乡联动互补发展,开展土地综合整治以优化布局,以及充分开展现状调查和规划评估.在此基础上,结合长春市城西镇城郊融合单元详细规划编制实践,探索具体的规划编制技术路径和成果形式,希望能为我国详细规划编制的探索和完善提供参考.
Abstract
Under the territorial spatial planning system,how to improve and reform the detailed planning on the basis of the original control planning is a problem worthy of discussion.The problems and challenges faced by the current detailed planning of urban suburban integration units are analyzed,and planning compilation strategies in the new era and under new requirements are put forward,that is,simultaneous integration of urban and rural planning,strengthening the linkage and complementary development of urban and rural areas,carrying out comprehensive land improvement to optimize the layout,and fully carrying out the current situation investigation and planning evaluation.On this basis,combined with the detailed planning practice of urban suburban integration unit in Chengxi town of Changchun city,the specific technical path and result form of planning compilation are explored,hoping to provide reference for the exploration and improvement of detailed planning compilation in our country.
