系统分析深圳工业区城市更新相关的政策演变,指出传统"工改工"城市更新、综合整治和产业空间提容存在的机制失灵和政策低效问题,阐述新时期"工业上楼"城市更新呈现"宽进快出""增存结合""片区大平衡""产城融合"的制度转向.结合深圳宝安某"工业上楼"城市更新项目实践,探索"从单元更新到统筹更新、从平面更新到立体更新、从粗放更新到精明更新、从开发更新到运营更新"的复合型城市更新方法体系,对健全我国旧工业区城市更新的政策制度、创新旧工业区城市更新的方法技术、拓宽旧工业区城市更新的内涵范畴具有重要意义.
Abstract
By systematically analyzing the policies and systems related to urban renewal in the old industrial zone of Shenzhen,it is pointed out that the traditional"industrial to industrial"urban renewal,comprehensive renovation,and industrial space expansion exist the problems of mechanism failure and policy inefficiency,and the"industrial upgrading"urban renewal in the new era present institutional turn of"wide entry and fast exit","combination of increasing storage","regional balance"and"integration of industry and city".Combined with the practice of a certain"industrial upgrading"urban renewal project in Baoan district,Shenzhen,a composite urban renewal method system is explored,which includes"from unit renewal to overall renewal,from plane renewal to three-dimensional renewal,from extensive renewal to smart renewal,and from development renewal to operation renewal".The exploration and practice of Shenzhen are of great significance for improving the policy and system,innovating the methods and technologies and expanding the scope of urban renewal in old industrial zones of China.
