摘要
存量发展时代,历史地区城市更新大量推进,有助于城市形象提升、产业转型升级,但保护利用不当则会面临与城市发展不协调、文化利用碎片化、文化传承与经济效益难平衡等问题.在文化导向的城市更新发展趋势下,愈发强调回归公共价值、平衡经济发展与社会复苏、推进政府职能转型等.以成都市四圣祠片区城市更新实施规划为例,探索文化导向下历史地区的城市更新,以实现城市复兴与文化复兴"双赢"为目标,从规划体系、空间设计方法及体制机制方面提出城市更新实施路径.
Abstract
In the era of stock development,a large number of urban renewal in historical areas has been promoted,which is conducive to the improvement of urban image and industrial transformation and upgrading,but improper protection and utilization are faced with problems such as incoordination with urban development,fragmentation of cultural utilization,and difficult balance between cultural inheritance and economic benefits.Under the trend of culture-oriented urban renewal,it is increasingly emphasized to retum to public values,balance economic development and social recovery,and promote the transformation of government functions.Taking the urban renewal implementation planning of Sishengci district in Chengdu as an example,the urban renewal in historical areas under the guidance of culture is explored,and the implementation paths of urban renewal are proposed from the aspects of planning system,spatial design method and institutional mechanism,so as to achieve the goal of"win-win"between urban rejuvenation and cultural rejuvenation.
