摘要
在总结创新城区和政府干预相关文献研究的基础上,以英国东伦敦科技城为例,首先梳理其从20世纪80-90年代的文创复兴到2000年左右的科创萌芽,再到2010年后政策带动下发展成为全球科创中心的历史脉络及空间演变情况;其次,重点分析各级政府在科技城起步、成长和成熟3个阶段中所起的作用,探讨政府行为如何影响创新生态系统中经济资产、物质资产及网络资产的演化与相互作用;最后,从政府角色、干预方式和干预维度3个方面总结了东伦敦科技城对我国创新城区规划建设的启示.研究认为,政府干预是一个动态的、复杂的过程,需要自上而下和自下而上相结合,并综合运用多种干预方式.尽管干预的优先级在发展的不同阶段可能会有所不同,但是促使经济资产、物质资产及网络资产发挥协同效应,对维持共生和包容的创新生态系统至关重要.
Abstract
Based on the research and summary of relevant literature on innovation districts and government intervention,taking tech city in east London as an example,firstly,its historical context and spatial evolution from the culture and creative industry in the 1980s and 1990s to the innovation industry around 2000,and then to the global science and technology innovation center driven by policy after 2010 is reviewed.Secondly,the role of governments in the three stages of the start,growth,and maturity of tech city is mainly analysed,and how government actions affect the evolution and interaction of economic,physical,and social assets that constitute the innovation ecosystem is explored.Finally,the enlightenments of tech city on the future construction of innovation districts in China are summarized from the three aspects of the government's role,intervention approaches,and intervention dimensions.The findings from the case indicate that government intervention is a dynamic and complex process,which requires the combination of top-down and bottom-up,and the comprehensive application of multiple intervention methods.While the priorities of intervention strategies may vary at different stages of development,enabling synergies between economic,physical,and social assets is critical to sustaining a symbiotic and inclusive innovation ecosystem.
