摘要
控规是当前实施空间用途管制、核发城乡建设项目规划许可、进行各项建设的法定依据,城市更新时代的控规需要技术方法的创新.针对老城控规的编制展开探索,基于优化布局、完善功能、提升品质、增强活力、传承文化等更新目标,选取北海老城ND单元为典型案例,通过科学定量评估更新潜力、贯彻微更新理念、面向多类型实施对象设置差异化的指标管控体系,探索老城更新的控规管理实施保障机制,以期为同类型地区的城市更新规划和管理提供经验与启示.
Abstract
Regulatory detailed planning is the legal basis for the current implementation of space use control,the issuance of planning permits for urban and rural construction projects,and the implementation of various constructions,and the regulatory detailed planning in the era of urban renewal requires the innovation of technical methods.Based on the renewal objectives of optimizing the layout,improving functions,improving quality,enhancing vitality and inheriting culture,etc,the ND unit of Beihai old city is selected as a typical case to explore the regulatory system guarantee of old city renewal,through scientific and quantitative evaluation of the renewal potential,the implementation of the micro renewal concept,and the setting of differentiated index management and control systems for multiple types of implementation objects,in order to provide experience and enlightenment for the same type of areas in the process of urban renewal.
